What grants municipalities the authority to regulate private land owners’ rights to police their own property? Ie: predatory towing laws
Tow Operators aren’t running log books and following DOT rules with reference to hours worked etc. Should we be?

-Front lamps, marker lamps and reflectors shall be amber.
-Rear and side clearance and marker lamps and reflectors shall be red.
-All lighting devices and reflectors on the rear of the vehicle shall be red except the stoplight or other signal device which may be red, amber or yellow.
-The license plate light shall be white.
-Backup lamps may be white, amber or red.
-Designated Emergency Vehicles may display red flashing lights or red lenses or globes which are visible from the front of the vehicle.
